Teresita Bandonil's greatest legacy is etched in the minds and hearts of young men and women whose future she helped shape through her dedication, tutorship and direction. Mr. Jose & Mrs. Concepcion Brillo Mr. Jose B. Brillo is a retired Election Registrar and a former Sangguniang Bayan Member in Santa.

 Mrs. Concepcion Leones- Brillo is a retired Master Teacher ll, Department of Education, Santa District. She was an Outstanding Teacher of the District. She was also recognized as An Outstanding Home Economics Teacher, Division of Ilocos Sur.

The couple celebrated their Golden Wedding Anniversary on December 26, 2008. Despite her age and failing health, Mrs. Brillo is still active in religious activities, i.e. Present Vice Chairman of the Parish Finance Committee of St. Catherine of Alexandria Parish. Former President of the Apostleship of Prayer Member of the Legion of Mary Member of the Perpetual Help Congregation

                                    Milagros Josefa B. Bello

Milagros Josefa B. Bello Milagros Josefa B. Bello, fondly called "Milfa" is the youngest daughter and fifth among six children of the late Atty. Isidro Ramirez Bello and Mrs. Natividad Belmonte de Peralta, two of the founders and original owners of Santa High School Foundation, Inc. formerly Santa High School, the only private secondary school in Santa that existed for the last 62 years.

When the government implemented free secondary education nationwide and with the advent of barangay public high schools, competition for enrollment was inevitable. Milfa was determined to keep the school afloat and carry on their parents' legacy to serve the community by providing quality secondary education that is affordable. She was the "brain" behind the school's conversion to a foundation. In 1999, Santa High School became Santa High School Foundation, Incorporated. Today, under her stewardship, the school continues to provide scholarship to poor but deserving students.

ORGANIZATIONS: Milfa is involved in religious and civic organizations. She is a member, past Vice President and President of the Catholic Women's League of Saint Catherine de Alexandria Parish of Santa. She had been a member of the Board of Directors of the Philippine National Red Cross, Ilocos Sur Chapter and was a supporter to the Fund Campaign Activities of the local Red Cross.  She is married to Justice (ret) Eloy R. Bello, Jr. of the Court of Appeals and a current law professor at San Beda College.

                                 ENCANCION T. BATAD- DELA CUEVA, M.D.

 Dr. Encancion "Siony" T. Batad- dela Cueva was born in Sacuyya Norte on July 11, 1929.

Graduated from the University of Santo Tomas, Manila in 1957 with the degree of Doctor of Medicine

Practiced her profession as a Private Physician- General Practitioner in Santa from 1957 to 1972.

 Entered Government service as the Rural Health Physician of Santa in 1972 and retired in 1992 after 20 years of service.

Elected as one of Santa's Municipal Councilors and served for 9 years (1995- 2004)

 After her retirement, she went back to private practice as General Practitioner up to now.

She is a member of the Philippine Medical Association and the Ilocos Sur Medical Society

She is also a member of different religious organizations and is still active in social and church activities in our hometown.

She is married to Atty. Roberto P. dela Cueva also from Sacuyya Norte.

They are blessed with four children, 2 boys and 2 girls: Eleann, Registered Nurse based abroad Rommel, B. S. Medical Technology and live in Canada with his wife and 2 daughters Rachel, B.S. Political Science, live in the U.S. with her husband and 2 daughters Encarnita "Baby" , B.S. Dentistry, and was a Municipal Councilor in Santa.

Engr. Jose Bello V, "Heny" is the son of Engr. & Mrs. Jose Bello, Sr., fondly called "tata Sipin" and "nana Juling". He was born in Santa on May 14, 1950. He is married to Emeline B. Bello and they are blessed with two sons; Zhon Marc and Zhon Michael.

          Roland de Castro 

Born on November 10, 1939, Rolando Birosel de Castro is the youngest son of four children of the late Rufino de Castro of Manangat, Caoayan, Ilocos Sur and Servanda Birosel of Quirino District, Santa. He is an alumnus of Manila Central University and North Western University, Laoag City.

For seventeen years, he taught Science and was CAT Commander at the Santa High School Foundation,Inc.  He served in the government in the Bureau of Internal Revenue for 27 years.  After retirement, he tried his luck in politics and served the people of Santa as an elected Municipal Councilor from 2004- 2007.  At present, he is the Guidance Councelor of Santa High School Foundation, Inc. and his role is to help the youth grow in power, to give point and experience while making their own unique contribution to the society where they belong.

 He is married to Maria Lourdes Bello-de Castro, the sixth of nine children of the late Atty. Isidro M. Bello, Sr. and Natividad de Peralta Bello, both of Santa.  She is an alumna of Santa Central School, Santa High School and University of Santo Tomas.  She has been an English teacher since 1964 and had also sitted as a member of the Municipal Council for three consecutive terms.  The couple are blessed with six children who now have their own stable jobs by God's mercy & blessing.

They live by the  "GOLDEN RULE" & to the memory of this beautiful and meaningful poem:

 Segundina Amano-Burgonio

The first quarter of the 20th century before WWII on May 2, 1927, ushers to us a senior citizen, Mrs. Segundina A. Burgonio, nee Gunding Amano.  At an early age, she was inspired by her aunt's dedication to prayer and religious practices.  As the second child of four children, she had great inclination to spirituality.  Soon after graduation from high school, her aunt, Sor Edborga, RVM, Mother Superior wanted her to study in the cloister of their congregation.  Her parents were not sold to the idea and so by dint of fate was not allowed to study with her.

She was one of the last grade VII graduates before WW II as third honors. She did not go to school during the Japanese Occupation.  She finished her secondary education at the Ilocos Sur National High School in March, 1948.  She took Education at the Colegio de la Inmaculada Concepcion in Vigan with English as her major and Science as her minor subject.  She became President of the Education Department, a Lamda Kappa Sorority member and graduated Magna Cum Laude in March, 1952.  At the graduate school at Mariano State University, Laoag City, she finished her masteral thesis entitled, "The Relevance of the Philippine Mental Ability Test Results to the Academic Achievement of Grade I Pupils at the Santa Central School."  While at graduate school she felt a glowing inspiration to discuss guidance theories when she found out that her teacher, classmates and instructor depended so much with whatever knowledge she could share.  To her, like an innocent child, everything is possible and that life is forever.  Yet we have our own odyssey of life to live.

Nana Gunding taught English and Biology at Notre Dame Girl's Department in Cotabato for two years.  She also taught English at Santa High School after moving to Santa.  In June, 1959 she joined the public elementary school in Santa.  While in the service she underwent in-service trainings, National/Regional Division and District Level.  She conducted demonstrations in English (language and reading) and Science.  She authored orations, declamations and essays during inter-school district contests. 

Concommitant to actual teaching she covered other work experiences as:                     

• Conducted school and district level in-service education on different subject areas as well as in Guidance and Counseling.
• Coordinated school and district Federated PTA meeting and assemblies. 
• Initiated and conducted an Action Research on Math during the time of Mrs. Acela Cabuyadao with Mrs. Rosita Villanueva as implementor at Basug Community School.
• Authored an article to the In the Grade School Teachers' Magazine on Administration Phase B issue August 24, 1965.
• President of the Santa Public School Teachers Association from Jan. 18,1985 to Jan. 15, 1988.
• Participated in socio-economic activities of the community such as:  1) Clean & Green Community Development Program; 2) Rendered lectures on Juvenile Delinquency to Mothers' classes & Baranggay Rural Improvement Classes (BRIC); 3) Anti-Drug Campaign & Prevention from scool to school with the late Judge Vicente Belmonte, Justice Eloy Bello,Jr. and Mr. Ernesto Bitonio; 4) Resolving school cases and trainor in the Municipal Leadership Training Program; 5) Resource Person on Women's Rights; 6) Correspondent to Annaraar Catholic Publication of Santa; 7) Represented the school on Municipal meetings and deliberations; 8) Balikatan sa Kaunlaran Chairman; 9) conducted non-formal education literary classes; 10) Lupon Tagapayapa member.

With 33 years in public service she retired at age 63 as MT II 0n Dec. 31, 1990.  Speaking with candor in her heart, she fulfilled as a precursor of good teaching and as District Coordinator in Research, Evaluation and Guidance.

Awards Received:

          From the school she received several  Outstanding Educ.  Awards as Master Teacher I & II, as General Rapporteur/Chairman in District seminars and workshops in Guidance & Counseling and from PTA of the school.

        From the community, she received certificates of distinction and appreciation as trainor in Commuinity Leadership Training, Drug Addiction & Prevention, Education, Beautification & Cleanliness & other Community Projects.  Awarded Family of the Year 2002 from family Life Apostolate, Nueva Segovia.

• She got married to Bienvenido S. Burgonio who landed on a teaching job at the Notre Dame Boys' Department at Cotabato City and then at Divine Word College of Vigan.  He served as secretary to the then Mayor Nicolas Bello and became Postmaster of Santa until he opted for a political position in 1987.  In all their endeavors, the couple was able to send their ten simple unassuming children to school through thick and thin until they finished their courses as follows: 1) Emmanuel - Mechanical Engineer University of the Philippines, Project Engr. at Wyeth & Suaco & Mead Johnson Laboratories,  2) Geraldine - CPA, UST- Bank Examiner, Administrative Officer II Central Bank of the Phil., currently an accountant for the city of Los Angeles, California Department of Recreation & Parks, 3) Marie Rose- University of the Phil. RN, NP currently based in New York, 4) Bernadette -  UST, AB Economics, Licensed Realtor in Manila, 5) Bienvenido,Jr. - UST Medicine, Neurological School of New York, Radiologist East Avenue Hospital, 6) Milagros Teresita - Industrial Engineer, Act. For most part of her golden years, she took care of her ailing husband who had been undergoing dialysis and was under medical surveillance for ten years.  Time came when her husband could do without dialysis and the couple was allowed to travel three times successively to visit their children in New York, Chicago, & Florida.  While in New York they had interstate travels to neighboring states and tourist spots up to Atlantic City and West Point through Lincoln tunnel. They journeyed to Toronto, Canada to see Niagara Falls,the Cullen Gardens and CNN Tower.  Their children brought them to Sears Tower at Chicago and Miami Beach while in Florida.

On July 29, 2002 the couple celebrated their Golden Wedding Anniversary completely attended by their brood of children and grandchildren. Not long after, dialysis became a must again for Tata Bening.  When the last dialysis didn't prove sufficient he suffered cardiac arrest and was in a state of coma until he expired on Dec. 31, 2003.  Nana Gunding suffered so much at the demise of her husband as part of herself was lost forever.  After years of mourning, the benevolent Lord came to her succor to dispel the shadows of gloom, she came to think of her children and grandchildren to live for and the Lord's plan came to play.

Recent years to date, she became a pastoral leader, a CWL Board of Director, a Vice Chair of Apostleship of Prayer and now Hermana of the Sacred Heart of Jesus.  At the age of 81, all these activities occupy her which bring her closer to the Lord to whom she has committed her time, treasure and talent.  Here she feels the joy and recompense of consecrating her whole life in the service of the Lord sharing the Good news of salvation, the devotion to the Divine Mercy.

Nana Gunding is a simple, unassuming and soft-spoken woman with unquestioned Morality & Integrity, civic consciousness & cooperation.  Loved by students and associates, she is truly an asset to the school and community.

                          Teresita Castillo-Sagay                            

 Teresita Castillo-Sagay was born in Labut Sur.   Her husband Paulino Sagay hails from Kalumsing, San Emilio, Ilocos Sur.  They are blessed with three children; Alona, a Staff Nurse at St. Lukes Episcopal Hospital, Houston, TX, Dr. Maria Carolyn, a Pediatrican based in the Phil. and son Nelson who resides in California, USA. 

Teresita graduated as valedictorian of Santa Central School class 1954, and Santa High School class 1959.  She obtained her Bachelor of Science in Education at MMSU, College of Teacher Education (formerly Northern Luzon Teachers College) in Laoag City.   She holds a Master of Arts in Education Major in Educational Management  from the same school, and her Doctor of Education Major in Administration and Supervision from the University of Northern Philippines in Vigan City.

                          Manuel Baldeviso Valle                            

                                                                                                                                                                                                                                       Manuel Baldeviso Valle is the fourth of six children of the late Rosa R. Baldeviso of Quirino District, Santa, and the late Jose V. Valle, former Treasurer and BIR Officer of San Juan (Lapug), Ilocos Sur.  He is married to Lilian M.Tamayo, a nurse, daughter of the late Jose Tamayo- former Deputy Governor of Nueva Vizcaya  and Socorro Medina, former Vice Mayor of Bambang Nueva Vizcaya.  Manuel and Lilian have two sons, Joselito and Joseph, who both go to California State University, East Bay.

Doctorate in Education (GPA=3.98) from the University of San Francisco, where he completed a dissertation in accounting entitled, "Critical Reflections of Filipino Immigrant Accountants on their Work Experiences in the San Francisco Bay Area", a participatory study of comparative work experiences, quantitative/qualitative baselines, and accounting pratices which was publlished by the editors of the Center in October 2007 as a "juried journal- web- publication " for Filipino Studies at the California State University, East Bay.

Master in Business Administration (MBA) in Accounting  from Ateneo de Manila University/Cal State University, East Bay/University of San Francisco.  His scholarship was paid for under HI Cement Corporation. 

Master of Public Administration-  California State University, East Bay, double major in Public Policy Formulation and in Health Care Administration.  Scholarship was awarded by PI Alpha Alpha Honor Society Award- for graduating at the top of his class.

Bachelor of Science in Commerce (BSC) major in Accounting- Far Eastern University, (FEU was the Winner of the Harvard Global Business Competition Award in 2005).  Completed a college minor in Math and Calculus (GPS=4.0) at the University of California, Berkeley.

                                              Work History

 Graduate and Undergraduate Teaching -  From August 2008 to date, Manuel has been a tenured, full-time professor/instructor of accounting at the City College of San Francisco, where he currently teaches accounting courses, which are UC and CSU transferrable.  Concurrently, he is a part-time professor at the California State University, East Bay- Department of Accounting and its MPA Program.

Prior to this, Manuel was a (1) professor of auditing and accounting in the MBA programs at the University of Phoenix- San Francisco Bay Area campuses for about 3 yrs., (2) a dissertation mentor at the University of  San Francisco for a year, (3) an instructor and/or facilitative lecturer of intermediate and advanced accounting, managerial accounting, job order and process accounting, auditing theory and practices, and business mathematics for two semesters at the Technological Institute of the Philippines, Manila.

Non-Teaching Accounting Work History -  From June 1986- April 1992, Manuel had been the Principal Accountant of the San Francisco Fire Department.  Thereafter, he became the Principal Accountant/ Head Accountant of the City & County of San Francisco - SF Treasurer & Tax Collector's Office, where he took charge of the countywide property, business tax and other taxes, accounting for about $7.5 billion revenues per year.  He had also been Head Accountant of the SF Recreation & Park Department and the SF Port Commission.  After more than 21 years with the City & County of San Francisco, Manuel availed of early retirement on April 30, 2008 and started teaching at City College of San Francisco.

Before immigrating to the United States in June 1984, for 11 years, he had been the Chief Accountant of HI Cement Corporation which uses "Process  Cost Accounting", and one of the top 100 corporations of the Philippines with main offices then located in Makati.

Auditing and International Accounting Experience- For eleven years, Manuel had been the Principal & Owner of the "Manuel B. Valle Auditing and Accounting Offices, CPA" , Quezon City, Philippines.   In the international  accounting/auditing field, Manuel had been for more than three years an Audit Staff member of Coopers & Lybrand, Intl. CPAs (one of the Big Six (6) CPA firms in the U.S.) in association with Carlos J. Valdes & Co., CPAs in Manila, where he audited global and other companies.

He is a holder of a (1) CPA License issued by Board of Accountancy, Manila. Philippines,  (2) license as Certified Government Financial Manager issued by the Association of Government Accountants, Alexandria, Virginia, USA;  (3) Certified Novell System Manager issued by the Novell Corporation of Provo, Utah, USA.

                                     Charitable Projects

Manuel is a member of the Columbia-Brotherhood Lodge No. 370, F. & A. M., San Francisco, CA. with projects such as the Shriners Hospital for Children in Sacramento, California.
